Commissioners OK change to water line work

Commissioners approved an agenda to change the project scope of water line work set to be done on Norway St. at their bi-monthly meeting this past Monday, Oct. 28.

West CD Engineering will be working in tandem with the Rock Island Water Supply Corporation to work on replacing an eight-inch water line as part of Colorado County contract #24-065-079-E734: “The General Land Office Community Development Block Grant Mitigation Method of Distribution Program Project for Water/Sewer System Improvements.”

A representative from West CD Engineering said that the two firms met with the owner of the home alongside the proposed work, Mr. Harris, who indicated that the proposed water line was replaced by him previously.

“During the design phase,” said the West CD representative. “We met with Mr. Harris, and he indicated that a portion of the scope that was proposed for replacement had been replaced by him some time ago.”

The representative says rather than removing the section previously replaced by Harris, the company opted to instead further extend the line north.

“106, for a size line which currently exists,” said the representative. “We’re not totally removing anything from the scope. We’re just pulling a portion that’s already been fixed and fixing other portions on the Glidden portion.”

The reclassification of the income threshold is appropriate according to the representative because the proposed sewer line never sustained damage by a force of nature under the deep as indicated by DRG.

“The request to change to low to moderate income is appropriate because that line will not be damaged by our cleaner or flood,” said the representative. “It’s been neglected due to the financial constraints of the water supply corporation.”

A right of way acquisition was also authorized by commissioners for Precinct Three Commissioner Neuendorff to initiate and finalize right of-way acquisition, utility relocation and other related matters for a bridge project at Warschak-Schuette Road over Draw in precent three.

The bridge in hand, coincidentally sharing the same name as Neuendorff, the Neuendorff Bridge, will have replacement work down off Warschack-Schutte.

According to Neuendorff, the bridge, which is right of Zimmerscheidt has a “very curvy road” right where the bridge is located.

“It’s in a blind corner,” said Neuendorff. “And in order to replace the bridge through the TxDOT bridge replacement program, we’ve got to have some right of way in order to put the drainage and everything. Mr. Weary, who owns that property, says the line goes into the road. We’re trying to work the right way back, so we have room to put the water in and be able to straighten the curve out.”

A contract was also approved by commissioners between the Colorado County Sheriff’s Office and Prodigy Solutions Inc. for inmate communication and commissary services.

The contract would bring kiosks into the jails, giving inmates access to Skype, FaceTime, and other communicatory applications for inmates who may have family far away, and also access to an electronic library.

Additionally, on the investigative side of these kiosks, there will be ways for law enforcement, especially the county attorney, to look at the prosecution’s side of cases. “The neat thing is, you can enter in certain words, like drugs,” said a representative for Prodigy Solutions. “Obviously, if you like marijuana, our narcotics officer can monitor that. When someone calls in and they’re suspected of calling in about drugs, they make a phone call, and we can flag that based off the keyword.”
